We screen the landing site, run the consent and clearance chain, and build or maintain the pad itself. We do not operate the aircraft and we do not decide the approval — licensed AOC operators fly, and DGCA/DKPPU, AirNav and the local authorities decide.

A villa GM, a yacht captain or an event producer needs to know exactly where our authority ends before sending us a site plan. So here it is, before anything is sold.

What we are

  • An independent civilian coordination and construction company for helipads and landing sites in Bali.
  • The party that prepares the site data pack, dimension survey and screening sheet.
  • The party that facilitates landowner and banjar consent, and local-government notification.
  • A submission-support party inside the operator's DGCA / DKPPU, AirNav risk assessment and NOTAM chain.
  • The builder and maintainer of the physical pad: surface, markings, wind sock, drainage, lighting, FOD regime.
  • Part of Juara Holding Group, since 2015.

What we are not

  • We hold no AOC. We do not operate aircraft and we never will on this scope.
  • Flights are operated by licensed AOC operators. The pilot in command decides the landing.
  • We do not grant, predict or guarantee approval. Approval authority rests with the regulators.
  • We do not certify structures. Rooftop and deck capacity is certified by the engineer of record.
  • We use official written channels only. No informal channels, no shortcuts, no intermediaries.
  • No affiliation with, or endorsement by, TNI AU, DGCA or any government body.

    Questions we get before anyone sends a site plan

    Six honest answers, including the two you may not want.

    Can you guarantee approval?

    No. Nobody honest can. We prepare the file, keep it in official written channels and tell you where it stands. DGCA/DKPPU, AirNav and the local authority decide, and the pilot in command decides the landing on the day.

    Do you operate the helicopter?

    No. We hold no AOC. Flights are operated by licensed AOC operators. When we introduce one, we are brokering, and we say so in writing before any money moves.

    Can we land on a villa lawn?

    Sometimes. The worksheet on Sheet 02 gives you the first read in about a minute. A lawn typically needs 28 – 45 m of clear dimension, a clean 1:8 corridor, and the neighbours notified through the banjar.

    How far ahead should we start?

    Seven to fourteen working days covers a standard case, as of 2026. KKOP cases near Ngurah Rai and flight-safety-critical cases run 30 – 45. Event landing zones with multiple movements sit at the top of the band.

    What does a site assessment actually contain?

    A measured plan view, the dimension table, a corridor and obstacle note, a surface note listing what others must confirm, the document track with named parties, the lead-time band, and an open-questions log.
